Well here is the honest truth. This management company (Commerce Properties) and their onsite manager (Jason) are incompetent. They started a whole building construction project back in May of this year (2019) and have placed their paying customers in middle of a construction zone since then. Let's break down what has happened here since May... 1) Noise, ongoing everyday throughout the whole building. 2) Unannounced water shutoffs. 3) Multiple no notice illegal entries to apartments. 4) There was a flood that flooded multiple apartments due to roofing contractors clogging a drain. 5) There was a fire on 2nd floor. 6) There was also multiple bark dust fires during the summer. They were told about them but continued to fail to respond to the issue properly. 7) There have been bed bugs in multiple apartments. 8) They failed to tell perspective and new tenants about the ongoing construction and loss of roof-deck amenity. 9) They continuously lie and hid the fact of why they removed a rooftop deck that was available to tenants. 10) There was a homeless person sleeping in the hallway on one of the floors. 11) There are consistently homeless people in the "secured" parking garage and garbage dumpsters. 12) Their contractors working in the building fail to wear required name badges, they also prop-open doors into the building, talk extremely loud in the hallways and there were two incidents of inappropriate interactions with tenants. 13) They use cheap lowest bidder contractors who are always behind schedule. 14) They use a countertop/bathroom refinishing company who uses chemicals that smell horrible and they fail to properly vent the building. 15) The were told numerous times about safety issues around the building and failed to fix the issues in a reasonable amount of time. 16) They fail to communicate to tenants about ongoing noise and when the noise will stop. So if you are looking for a quiet, well managed apartment building...keep looking. I moved out and I feel sorry for the people who are still living there.

I'm living in Celio Apartments for 2 years now and the area is quite, Veronica -who works in the Front Desk- she is very nice and kind. The view from the roof is amazing and the rent is more expensive that we expected (and increase every year) but it's a good place to live in Portland.

Building is great! Management is absolute garbage. Lived there for years. Over the last 2 years, management went to feces. The manager Jason is abrasive and disrespectful towards tenants. He hires people incapable of running an apartment complex. There is a reason a lot of the folks that have been there for many years are moving out. If you want to overpay, have your rent raised 1,500 every year, and get treated poorly... Move to Celio.

First the pros: Celio Apartments is in a great location. It's in walking distance of downtown, NW 21st and 23rd and Washington Park. The views of the mountains are also amazing from my window and on the roof of the building. The staff is friendly, and does a good job of dealing with maintenance requests quickly. Now the cons: The apartments are older and unfortunately don't feature dishwashers. The walls are thin and you can sometimes hear the TV or music coming from another apartment. You also may not get the length of lease that you want. I tried to renew my lease recently and wanted a 6 month lease, but the staff told me that option was not currently available, and I could maybe get one a few months down the road. Overall Celio is a good place to live if nothing else for the location.
