I felt compelled to share my experience after seeing the bad reviews here. I think they are all from people that are upset because they broke the rules and got charged for it. Management is extremely clear about the fees in the contract. If you don't want to get charged a late rent fee, then don't turn in your rent late, it's really not that hard. Call your bank and have them automatically mail a rent check for you every month.
I lived here for two years while I was finishing college, from July 2016-2018. I think the rent is a great value for the amount of space you are getting. The place is clean and well-lit, with a huge parking lot and cameras everywhere. I never had any safety concerns for myself or my girlfriend. There are a few families with kids around but they never bothered me. Most of the tenants keep to themselves. Jeannie is extremely nice and responsive. I only had to call maintenance a couple times, but each time it was fixed almost immediately.
The apartments are quiet. Granted, I lived on the top floor, but I almost never heard my neighbors. This was a nice change after living in other apartments with paper-thin walls and floors. I will say that 78th street gets a significant amount of traffic in the morning but quiets down at night. If you are in the units that face it, you WILL hear cars in the morning, so if that bothers you, I suggest getting one of the units facing Harney St. I put up blackout curtains that made it pretty quiet even in the morning, and it wasn't that bad after.
Sure this place isn't perfect, but what are you expecting at this price point? I would live here again.

Things that I like:
1- The landlord, Jenne, is a good lady. If you have a problem at your apt, she calls the maintenance guys right away and the guys come and fix stuff very fast. But this is only for the serious problems such as bathtub clogged, cooling/heating problems, or electricity problems. If it's an unnecessary problem, it might take a while (refer to things that I don't like, #2)
2- There is huge parking in front of the community so there is always free parking lots for you and all of your guests. Even if you invite 20 people with 20 cars, there are still open parking lots available.
3- It's fairly a good rent price for tenants .
4- There is camera around so you feel safe.

Things that I do NOT like about this place:
1- They are not fair. When I signed the contract (the contract for 2017-2018) they gave me a parking pass for my car. Since I was there previously (from August 2015 except for 4 months that I was at dorm), the landlord knew my car, so I threw away the parking pass right away. Today I moved out of this place, and they charged me $50 for not returning the parking pass. It was my fault that I didn't read the contract carefully. They DID mention in the contract that there is $50 penalty fee for not returning the parking pass. However, I think it is not fair. I asked them how much they paid for the parking passes and they said that they bought 400 parking pass for $50 which means that they paid $8 for each parking passes. For new residence this penalty is $75. Now, you be the judge, is it fair?
2- When I moved in on June 2017 ( I moved from a 1 bedroom unit to 2 bedroom unit, same place just 3 units to the right), the window in my room was kind of foggy and I was not able to see outside. I asked Jenne (the landlord) to fix it but it took around 3 months until they changed my window. As I said before, if you have an emergency problem they fix it right away, but for some UNNECESSARY problems, as what they like to call it, they are not fast.
3- They are very strict people. In the contract it says that if you happen to be late with your rent (if I am not mistaken they consider either 5th or 6th of each month as the latest time that they can pay the rent without any penalties), you will be charged around %10 of your total rent. One time, I was 1 day late and since our rent was $750 per month, they charged us another $75. I know it was my fault that I was late but is it fair that for 1 day being late, I paid $75 penalty?
4- It's very cold in the winter since there is no hallway and your entrance door opens to the outside (But they have a good heating/cooling systems)
5- This one is not a big issue. But sometimes there are a lot of bugs around the entrance door especially in the summer and for the apts on the left side. The reason for that is because there is a big tree around the left side of the community and all the bugs come from the tree (The community building is like L shape. The building on the north side is 7809 and the building in the east side is 7805.There is a big tree next to the 7809 building). That was a serious problem until recently that a pest control company came and did some stuff on the tree. But still sometimes it happens.

The lady who was in direct contact with the tenants was a nice lady, but this complex has a very unprofessional manager. We had to send rental check every month by mail and first month got $50 penalty because they received the check later than it was supposed to. It was not our fault so I called them but the only thing mattered was money.
