Subsidized low income and section 8 housing. The bait is that with the included utilities you save about $200 vs private market and the area is nice, though expensive. However, there are big trade offs. Noise is a huge problem, from out of control ghetto kids to frequent 8 am early morning landscapers. Many neighbors aren't generally friendly and look to get you into trouble for violating any of many unreasonable rules which you must consent that they can change at will by giving you notice and updating their rules list (read the lease). Kids smoke blunts next to the woods and police drive through several times daily. Many neighbors are pigs who don't pick up after their dogs and litter the complex with soda cans and food wrappers. The one trash compactor gets overloaded and can't be used at least one weekend per month. The place is run like a jail/nanny state with fines for violations or worse lease violations and evictions. In office meetings have them lecturing and ordering you around like you are five years old rather than someone who is paying rent to live there. Management is totally corrupt and will lie without hesitation to get you out of the complex if you don't keep a low profile. Cary police and the courts are in their pocket as well so it's very hard to fight them once they've got you in their sights. And with a two months severance fee they have an incentive to churn tenants before their lease is up and if you don't comply they can give you a negative apartment recommendation and jeopardize government benefits by evicting you. Manager lives at the complex and literally walks around the complex after hours looking for people to harass for doing car maintenance/washing your car ($25 fine), grilling on the parking lot, temporarily leaving trash in the hallway ($25 fine) or even if you just quietly stand in the breezeway talking to a neighbor (there are no porches) they can harass you by saying that you are loitering and blocking access (ignore the fact that you could move immediately if asked). They generally don't respond to complaints about kids (noise, obnoxious behavior), neighbors and upkeep so if you have problems other than straight maintenance you're probably out of luck. They have no respect for tenants and customer service is almost nonexistent. I've never seen them publicly respond to a complaint on a rating site, admitting that they did wrong and showing how it was positively addressed. Meanwhile they make exceptions for their rules whenever they like for favored groups (bible study, etc). They cut a lot of corners like limited access to a shabby weight room that isn't kept up to sloppy installations inside and out and often don't keep up with the dog poop bags. This is nowhere near the standards of a real complex and people used to real apartment living will miss the lack of a customer service emphasis. The facility itself would be about average for higher rent subsidized housing and aside from the management and bad neighbors could be a pretty decent place if it had different owners. There is a long list of evictions, unrenewed leases and frustrated former tenants. You rent at your own peril.
